Defence Prime: Pacific Maritime Support Coordinator Phase-In (ASDEFCON)

A practical roadmap for standing up Pacific maritime support. 

Our client needed to demonstrate to the Commonwealth that they could transition the Pacific Maritime Support Coordinator (PMSC) services from the incumbent provider to a new operating model without disrupting the availability of gifted and loaned maritime capabilities across multiple Pacific Island Countries. They required a compliant Phase-In response that aligned with the Statement of Work (SOW) and draft Contract, was integrated with incumbent Phase-Out activities, and provided the Commonwealth with clear visibility into risks, dependencies, and readiness from the Preferred Tenderer Date through to the Operative Date.

Height worked with our client to design and author a structured Phase-In Plan that translated all contractual and SOW requirements into a single, integrated transition program covering objectives, scope, constraints, assumptions and governance. The plan defined phased workstreams for asset management, engineering and maintenance readiness, maintenance planning and scheduling, pastoral care, supply chain and warehousing, ICT, enabling services, compliance and financial readiness. It embedded a Phase-In Schedule/Program, Phase-In Register and 30/60/90-day readiness gates, enabling our client to clearly demonstrate progressive capability to the Commonwealth. 

Results

This work gave our client a Phase-In response that was clear to evaluate, low risk to deliver, and reusable for future transitions. 

  • Compliant, credible Phase In response that demonstrated a controlled transition to the new PMSC operating model with no planned disruption to maritime sustainment services. 

  • Clear Commonwealth visibility of Operative Date readiness through defined milestones, named accountabilities and a structured governance and reporting framework. 

  • Reusable Phase In framework combining PMO control, stakeholder communications and focused risk management for complex, multi‑country maritime transitions.
